Self-Stamp or Outsource Your Vaping Duty Stamps? What One Month Has Shown

Vaping Products Duty has now been live for a month. For brands that chose to run their own stamping, the first few weeks have turned the guidance into daily work. Are you weighing up whether to keep stamping in-house or outsource vaping duty stamps to an approved partner? This guide sets out what each route asks of you. In short, self-stamping adds a second operation to your business, while outsourcing hands that operation to a team that already runs it every day.

Key takeaways

  • Self-stamping needs its own HMRC approval, on top of any manufacturing approval.
  • Every stamp has to be ordered, stored, activated, scanned, recorded and reconciled.
  • Your first monthly duty return is due on November 7th, and nil returns still count.
  • An approved stamping partner takes on the ordering, scanning and records for you.
  • Outsourcing frees your team to focus on product, sales and growth.

What self-stamping involves, one month in

When Vaping Products Duty went live on October 1st, stamping moved from a plan to a production step. Here’s what running it yourself looks like in practice.

A separate stamps approval

First, you need approval under the Vaping Duty Stamps Scheme. HMRC treats this as its own approval, separate from approval to manufacture. That means two applications, two sets of conditions and two relationships with HMRC to maintain. Approval applications can also take more than 45 working days to process.

Stamp ordering within a purchase limit

Next comes ordering. HMRC sets each approved business a purchase limit for every rolling three-month period. You can go over it by up to 30%. Beyond that, you’ll need to show a business need to raise it. HMRC can also lower a limit that isn’t being used. As a result, a brand with seasonal sales or a big launch has to plan stamp orders around its forecast as well as its production slots.

Product data before the first stamp goes on

Before you stamp a product, you have to add it to the stamp supplier’s system. Each SKU needs ten data fields, including the barcode, volume to the nearest 0.1ml, flavour, nicotine strength and a product image. Every new flavour or size repeats the job.

The daily routine behind every stamped unit

Once stamping starts, the work becomes routine, and that routine never stops. For digital stamps, HMRC expects the following from the business that affixes them:

  1. Activation at the point of affixing. Stamps must also be activated within 12 months of receipt, or a penalty may apply.
  2. Scanning at set points. This includes affixing, movements under duty suspension and release for consumption.
  3. A data record for every stamp. This covers the time, date and address of affixing, the operator, the manufacturer and the product details.
  4. Aggregation events. These link each stamp to its carton, case and pallet. Each one needs its own upload, because batch uploads aren’t supported.
  5. Scanner integration. The supplier doesn’t approve specific devices, and third-party scanners need your own integration work.

On top of this, HMRC asks stamp holders for secure storage and routine reconciliations. It also expects an incident process for any loss or damage. Every stamp also carries a liability for the business that holds it. We covered this in detail in our guide to lost and damaged vaping duty stamps. For example, HMRC’s penalties factsheet sets the penalty for a lost stamp at five times the duty on a standard 10ml quantity. At today’s rate, that works out at £11 per stamp.

Your first vaping products duty return is due November 7th

Stamping isn’t the only monthly job. Approved manufacturers must also file a monthly return through HMRC’s online service, and the first one is due on November 7th. After that, a return is due by the 7th of every month. Payment follows by the 15th, as HMRC’s payment guidance explains.

Quiet months still need attention. You must submit a nil return even if you made nothing that month. Similarly, HMRC expects evidence behind the volumes you declare, such as measurement checks and calibration records. In other words, the admin keeps running whether your line does or not.

What you gain by handing stamping to a partner

Now compare that with outsourcing. When an approved partner stamps for you, their approvals, purchase limits, scanners and systems do the work. Your role becomes sharing a forecast and approving the result.

Here’s what typically moves off your desk:

  • Approvals. Your partner holds the stamps approval and keeps it in good standing.
  • Ordering. They order within their own purchase limits and plan around your forecast.
  • Product data. They add your SKUs to the supplier system, working from the details you share.
  • Activation and scanning. They activate, scan and upload aggregation events on every run.
  • Storage and reconciliation. They hold stamps securely and account for every one.

Most importantly, you get your team’s time back. Instead of learning a new excise system, they can stay focused on flavours, customers and the next launch.

Duty Stamping Only, for finished goods

If your stock already arrives retail-ready, a duty stamping service is the simplest step. Your partner stamps the finished units and releases them to market. You keep your current manufacturing, while stamping and its records sit with a specialist.

UK Stamping & Finishing, for part-finished goods

Alternatively, you can bring goods into the UK part-finished and under duty suspension. Your partner then completes the cartons, leaflets, stamping and sealing here. This route also changes the timing of duty. You pay duty only as units leave suspension and ship, which keeps cash in your business for longer. The duty itself stays the same. Our guide to importing part-finished and finishing in the UK explains this route in full.

When self-stamping might still fit

To be fair, self-stamping can work for some businesses. Typically, these are brands with high and steady volumes, their own filling line and a compliance team already in place. Even then, many find that a partner handles peaks, new launches or overflow more smoothly.

For most brand owners, though, the balance tips the other way. If stamping is a small part of your week, the systems behind it still need the same care. Handing it over means you only pay attention to stamps when you want to.

Five questions to decide your route

Ask yourself these before the next stamp order:

  1. Do your volumes stay steady enough to plan around a three-month purchase limit?
  2. Does someone on your team own scanning, data uploads and reconciliation every week?
  3. Can you file a return every month, including the months you make nothing?
  4. Will your systems be ready for digital-only stamps from January 1st, 2027?
  5. Would your team rather spend that time on product and sales?

If two or more answers give you pause, outsourcing is likely to save you time and effort. Our guide to digital duty stamp questions for your manufacturer can help you compare partners.

How Xyfil handles stamping for brand owners

Xyfil is HMRC approved for Vaping Products Duty. We hold producer, importer, warehousekeeper and duty stamp affixing approvals, along with UK duty representative status. We’ve manufactured e-liquids for hundreds of UK brands since 2014, and we now apply both transitional and digital duty stamps.

When you stamp with us, your stamps stay in our secure UK custody. Each stamp carries its HMRC dataset, and GS1 aggregation codes link it to its carton, case and pallet. After every run, you receive a reconciliation pack that accounts for each stamp. For part-finished goods, we can also stamp on demand, in line with your orders.

In our experience, the brands that settle into the new regime fastest decide early who owns each job. Once stamping has a clear owner, everything else in the launch plan moves more easily. You can compare every option side by side on our stamping and fulfilment route comparison.

Frequently asked questions

Do I need my own approval to stamp vaping products?

Yes, if you affix stamps yourself. HMRC runs a separate approval under the Vaping Duty Stamps Scheme, and it doesn’t depend on any manufacturing approval. If you outsource vaping duty stamps to an approved partner, the partner holds that approval and handles the stamps for you. This means you don’t need to apply or maintain it yourself.

When is the first Vaping Products Duty return due?

The first return is due on November 7th, 2026. After that, approved manufacturers file a return by the 7th of each month for the month before. Payment is due by the 15th. You must still file a nil return in any month where you made no vaping products The deadline applies every month.

Can I outsource only the stamping and keep my current manufacturer?

Yes. If your goods arrive finished and retail-ready, a duty stamping service can stamp and release them for you. Alternatively, you can import part-finished goods and have the cartons, leaflets and stamps completed in the UK. Both routes keep your existing manufacturing in place while a specialist handles stamping and its records.

What happens to unused or lost stamps?

Every stamp has to be accounted for by the business that holds it. Stamps not affixed, activated, returned or destroyed within 12 months count as lost, and HMRC can charge a penalty for each one. When a partner holds and applies your stamps, they manage storage and reconciliation, and you receive a record of every stamp used.

Does outsourcing stamping reduce the duty I pay?

No. The duty rate stays at £2.20 per 10ml whichever route you choose. However, some routes change when you pay it. If goods stay under duty suspension until they ship, duty becomes due as units leave suspension. That timing can help your cash flow, but the total amount of duty stays the same.

Hand over your stamping and get your time back

One month in, the picture is clear. Self-stamping can be done, but it adds a full operation to your business. An approved partner already runs that operation, and you gain the time and certainty to focus on growth.
